I have never had a problem with them and I have built a lot of systems.
Yeah, the thing is, he wasn't most of the time. You really think the System is going to max out during TF2? Unlikely. Plus it turned off once during TF2, once just after starting TF2 and, thereafter, just after turning it on(then turning itself off and back on). then after he leaves it for a while - it's fine. Which kind of sounds like a CPU overheating.

Any possibility of the heatsink being not being correctly installed?

Again, it could be a faulty PSU, if it is then there isn't any way to tell without trying another PSU.

5770 and a 450HX, that possible on your budget? Antec Earthwatts are usually a little cheaper than Corsair but are still good.

That price means you won't be able to get a single high end card really, while still having a solid PSU. Personally, I'd do this:

Antec Earthwatts EA650 - $80 Shipped
http://www.newegg.com/Product/Produc...82E16817371015
Really solid PSU.. and will handle two (of most cards) no problem.

If you really need a video card upgrade now with that budget, I'd have to go with this:
XFX 4770 GDDR 512MB (with the usual double lifetime warranty) - $110 Shipped
http://www.newegg.com/Product/Produc...-369-_-Product
Very nice card. Your board can take two (as can the PSU above) so you could in the future sell your 7800GTX for a few bucks and put it towards a second.

However, I would personally get the PSU for right now, hold on to the rest, and wait for nVidia to bring out their 300 series. That should (hopefully) bring down the price of the 5XXX series at the very least, and if there's nothing in the 300 line you want you could probably easily get a 5770 instead.

Edit: If you'd rather, you could go with a lower power PSU, ~500, and get a single 5770 now, although they're a bit pricey ATM.
