Well my brother used to use it about 2 weeks ago. So i doubt the board is not working. Could it be the CMOS Battery, Ran out or something? Would that cause this kind of problem ?
I have reset the bios

Looks as if the memory check is working at least, which means the system is halting rather than freezing with no activity?

Since you have done pretty much what needed to be done to troubleshoot this, then I would have to say the same after reading this thread. Did you make sure the E6300 was compatible with your board before buying? Some motherboards did new a bios update to use 45nm chips and that bios is way before 45nm. I would try another CPU in your motherboard, like your brothers if it is a 65nm CPU.

You said above that you got no beeps; you should get at least one as the system boots. Pull the memory and see if you are getting the correct warning; to prove the speaker so to speak. Bit of a long shot but try pressing "insert" as the system boots also.

Edit, from the manual;
