noone can really help you until you put down your budget, and what you use the PC for.
and it'd probably be best for you just to get a new CPU, mobo, and ram

I do not believe the 915 chipset has full support for dual core processors. I would recommend, if you want to keep your board, that you find the fastest remaining LGA775 Pentium 4 CPU.
I just googled and your system uses an OEM knockoff motherboard in an HP computer (see this link). I can't find a CPU support list but it's safe to say that you should get the fastest single-core LGA775 CPU now available which, as near as I can tell, is the Pentium 4 551. To be perfectly honest it's probably not worth the effort. I would recommend you begin looking at some cheap Pentium Dual Core E5200/E5300 type packages with a modern motherboard.

Get a 9800GTX for the same price? Or go for the ATI 4850 if possible.

Get a 550W if you can. Leave some elbow room for a nice graphics card.
