wow your timings are really loose

pull it in to 5-5-5-15 and you can run 1066 at 2.2v which i believe is stock

are they single sided or dual

singles are supposed to be worse but i got 5-5-5-16 1154 @2.3v with my old singles

i liked them so much i jsut bought 4x1gb tracers

add a little more voltage and lower the timing

or just try to get the timing as low as possible without a voltage increase
