Yes. As you increase the frequency you'll have to increase the latency or it will be unstable.

the latencies have to be correct overwise ur oc will be unstable am sure

What you mean by correct? If your RAM frequency isn't high, you can tight your timings more. Otherwise, that would only lead to unstable RAM.

Usually, the lower the latencies the higher you can overclock the ram.

So dont try to confuse the OP. the correct term is called relaxing or loosening the memory timmings when overclocking. that means going from "TIGHT" aka 4-4-4-12 to looser or relaxed of 5-5-5-15.

I got a question. Every time ive seen timings, theyve been 4-4-4-12, 5-5-5-15, 6-6-6-18. Is the last timing always the sum of the first 3?
