Is a 2:8 ratio actually ideal?

I don't really know anything about RAM. I got a stable OC that I'm happy with for my CPU, and I have my RAM set to 9-9-9-27-2T, which is what it's rated for. However, it's only running at 1488MHz when it's 2000MHz RAM. If I increase its speed, it changes from 2:8 to 2:10. Does that really make a huge difference?

Not that huge, but you're wasting what you paid for.
