Default Speed vs timming for I7

i have read a lot of stuff and i cant figure out what is best for a I7 build.

is having fast speed better than tight timings?

or

tight timings and low speed?

Example. DDR3 2000mhz with 9-9-9-27 better than DDR3 at 1600mhz with 7-7-7-24 for a I7 build running win7 64bit

1600mhz is all u really need
you want to look at the timings to the lower the better

I say get you some 2,000mhz ram and call it a day. That way you will be covered if you need to overclock and you will be covered if you want to go down and tighten the ram.

I7 scales better with higher ram speed then lower tight timing with less fsb.

Side note:
In real world use you wont notice a big change but memory intense apps and synthetic benchmarks you will see a huge gain.
