Windows wont boot with RAM at rated specs

Hey everyone. I've got myself a bit of a problem.
I've been trying to make my overclock stable but it keeps failing blend tests in Prime95 at around the 1 hour mark no matter what voltages i change. I decided to test my memory to at least try and cancel it out as the source of the problem. My rigs details are in my sig. I have Corsair Dominator Triple Channel DDR3 memory, 6GB (3x2GB) rated at 1600MHz with 8-8-8-24 timings at 1.65V. My problem is, Windows wont boot when i set my ram to its rated specs in bios. I cleared cmos and loaded defaults in my bios and windows boots up fine (but RAM is running at 1066MHz or something). I go back into bios and load the XMP profile but it either freezes or restarts while windows is loading. I reset the bios and tried manually setting the RAM to its specs and it still wont boot. I reset bios again and this time just changed the RAM multiplier to 12 (making it run at 1600MHz), and this time it boots but i checked my VDIMM and its at 1.7V! So windows wont boot while my RAM is set to its rated specs but I can run memtest. The thing is, my RAM is passing memtest without errors after manually setting its specs, so why wont Windows boot? Just to make it clear, my PC is restarting (or freezing) during the Windows logo right after POST, it never gets to desktop or anything. Anyone know whats up with my rig?

I'd say a memory capability issue. I know a set i brought before had issues with my new motherboard, took it back, Get some Patroit

Yes i have the latest bios. Still have not worked out why I cant boot into windows while I have my RAM set to its specs.
The RAM is rated at 1600MHz with cas-8 timings at 1.65 V, you would think it would run at least at that.

The memory must be faulty. I'd do a RMA and get replacements. On my setup i had issues running it at 1600, I took 6 off and set the BIOS to XMP profile. Works now with 12GB. Shouldnt have to change the voltages for it to boot.
