Edit: Well.... things didn't go exactly as planned. Even though the computer worked out of the case, when I put everything back in, it started doing the same exact thing again.

I'm going to keep unplugging and plugging stuff back in to see what the problem is....
You are probably grounding or making a short somewhere. Are you missing any screws? I have seen boards that will not boot because of a portion of it not being grounded to the case (actually the PSU) correctly.

I would check the wires well on the PSU as well when you have it out. When you get it to barebones POST outside of the case again, wiggle all of the wires around well to see if you just have a bad connection on something. It is most likely the 24-pin connector of your PSU, but it could possibly be a number of connections.
