Try this

FSB 450 4250 should not be any problem with vCore ~1,36 or lower (idle in Windows with Loadline Calibration disabled), PLL at default, FSB Term at default, you may have to bring NB volt to 1,50+ (8GB ram and crossfire are pretty stressful for the NB), all other volt to default (not auto), CPU GTL 0,65x, NB GTL 0,63x.

Ram at 1080 555 15 2,10v

DRAM Static Read Control auto, Ai Clock Twister Auto, Ai Transaction Booster auto for now, get your CPU stable first.

C1E Support disabled, Spread Spectum disabled.

Nice temp, I also use LinX to check if the CPU are stable (awesome app, easy to use, nice interface, stress the living daylight out of any CPU) but you also need to use Prime95 (or Orthos) blend to check NB and ram stability.

Ghostleader - Thank you for your advice. I haven't tested the system, but I am at 4.29Mhz as I type using your suggestions. There are a few things I did not change: you indicated to use the default voltages for PLL, FSB Term, and all other voltages. Is there a list of what the default voltages should be? Is it in the Rampage Formula owner's manual? Thank you so much.

OK, I assume the default voltages are what the BIOS says are "Standard". I will test with those settings later today. Before adjusting one of two of the voltages, my PC crashed (blue screen) with the 4.29 (9.5 x 450).

NB Temp is 61C at idle and 63C at load (LinX) based on newest version of Lavalys Everest Ultimate. Does that seem right?

It's a bit on the warm side but for 8GB of memory and CF maybe it's to be expected. Try mounting a fan on the NB and see how much the temps drop.

My temps are with a fan already installed and functioning on the NB!

I think I may stay at 4.1 Mhz and dial down the vCore a little to see what that does to the temps.

If you're passing all the stability tests then I'd say your voltages and temps are fine. What did you use to take those readings? The NB can handle that temperature and more without dying, I still find it hard to believe that it's idling at 60c with such a low NB voltage and a cooling fan on it.
