Default CPU/MCH Clock Skew on UD3P?

Ive been trying to find information or some guide in using these features because from what I understand it helps OCing. However I have looked all over google and this site looking for a simple explaination or even a good definition and have come up short.

Can someone dumbify those 2 options for me?

Finally found this FAQ... check it out since I guess a lot of people arent to familiar with the options.

Pretty good write up, but still doesnt really full explain HOW to use it, but does give you a bit if a guide when to use it.
