Exclamation Intel Laptop CPU Throttling?

I am having an issue with this Laptop throttling my CPU, how can Prevent it from happening?

I disabled SpeedStep, thinking it might be like AMD Cool N Queit, but that didn't do anything.

I am running Windows7 Ultimate x64

Help?

If you run a stress testing program (Eg. Prime95) the mhz will go to the normal clocks. It just does that to lower power consumption and so it doesn't light your lap on fire.

You need to disable C1EST (or something like that) in the BIOS.

Everything is already at Max. This is windows 7 if it matters.
