Default change keyboard language on lapotp?

i have a friend who said you can change the keyboard language on a vista laptop but they don't know how, is this possible and anyone know the steps to doing it?

If you haven't already found out...

Go to control panel and choose regional and language options. Click on keyboards and languages and then change keyboards. On installed services...click add and then choose the input language and keyboard layout. Hope this helps
