Default CPU Throttling W7 Plz help shut off

My compal fl92 laptop with windows 7 on it keeps changing the multiplier on my intel core 2 duo 1.67mhz down to 996mhz and i do not want this to happen even at idle, i always want a quick response rate from my pc and the 1-2 seconds it take for it to speed up the cpu is way to long for my tastes, i want full speed at all times and no there is no settings at all for this in the bios, the bios is the latest version but it is stripped down of features, only options i have are boot order and ahci options. i have all of windows 7's cpu power management setting maxed out and the plan on high performance but it still slows down on me.??? and yes i know its been asked before but there are no answers everyone always says go to the bios but i can't do that so i dont know what to do.

Try RightMark's CPU clock tool, it should let you change the different multi settings...no overclocking, only up to stock speeds, but with all throttled levels, and there is some voltage adjustment too.

well i tried that program and its still throttling? and when i play my older games i can notice it change for example i sometimes play the original sims which my laptop is sky high overkill to run that game but yet i can notice it lag every once in awhile when there is nothing running in the background, i have a 1.67ghz processor and a geforce 8600m 256mb video card thats plenty to run the sims like 5 times.

what are your temps?

It could be throttling because the CPU is too hot.

its idling at 65F and the highest ive seen was 95F

Control Panel > Power options > Change Plan Settings > Change Advanced Power Settings > Processor Power Management > Minimum Processor State = 100%

if that is set - look in the bios for some form of power saving throttling like speedstep

it's all controlled in the bios of the laptop, called C1E (or to that extent). and to my knowledge, a lot of laptops no longer allow you to modify that setting in the bios. it's for power saving.

its a gaming laptop power saving doesnt matter performance does, and trust me there are no settings at all in anyway for the processor in the bios. and windows minimum setting is set to 100%

Also if that doesn't work, how about using crystalcpuid to lock it at the maximum multi?

ive tried both and i'm beggining to think that every single setting and option i want is hardwired into this laptop to not be changed because none of the programs or hacks i try even phase it, i guess i'm gonna have to modify the motherboard...
