Dell 1505 Restarting issues

Ok so here is my problem...I have a Dell 1505 notebook that is running a Celeron processer and 1 gig ram...All of a sudden it started to randomly reboot on me and now wont load the OS...It brings up the Dell splash screen with the little gray status bar at the bottom and then resets...And it keeps doing that...I never get to the Windows splash screen....I have tried to boot from a cd and then it resets itself again...Sounds to me like a possible bios issue maybe....What do you guys think...Any ideas??

Have you cleaned the bust bunnies out of it recently (or ever)?

Ya pretty frequently....every 4-5 months I will use a can of air on the air vents....I did a check on the HD and no problems came back and there doesnt seem to be a temp issue from what the bios says....
