Default M1210 Not powering or charging

i though the battery was dead...got a new one but wasnt the problem.

any ideas? my friend thinks one of components on the motherboard is fried. the part that controls the powers transfer.

any ideas where i can get this fixed?

it can be he charger since i tested it and its pushing 19.5v
also just got a brand new battery.
