This might be a little over your budget but it's really good:

heres another that is cheaper but doesn't match your specs. can be upgradable to 8GB of RAM though.

hope this helped!

Unless you plan on gaming, a netbook will serve most people's interest just fine. I've got one that I use for taking notes and surfing the web and it works just fine and dandy. Windows 7 rocks on that thing too.

He wants 2.0GHz and 4 GBs of ram.

Netbook = 1.6GHz and 1-2 GBs of ram.

Can you get Visa to do the currency conversion for you and have the laptop shipped? Or is it outrageously expensive?

http://www.tigerdirect.com/applicati...ku=M975-170041

2.1GHz, 4gb RAM, and $30 under budget (according to google calculator) before shipping from the US. And that is on the first page of Tiger Direct. Dig a little deeper yourself and you may find a better deal.
