My dad has this Toshiba Satellite A75-S211 and it has a Pentium 4 CPU at 3.2ghz stock! When the CPU is at load, the fan on the laptop will spin like crazy and cause a lot of noise (dad hates this noise). So is there a way to underclock this 3.2ghz to 2.8ghz? I remember reading somewhere that there is this special program that underclocks the CPU when its at idle, and overclocks the CPU when its needed at load or something like that.

you can use !xspeed.net and manually underclock it yourself by lowering the the throttle speed.
