If you are runing a debian-based system, first apt-get install build-essential (by default the tools used for compiling are not installed), after go to the extracted folder and make the usual compiling (./configure, etc).
If it's a deb, just make dpkg -i the_package.deb from root.

Yeah but I really need the dependent XMMS for the core!

Here's the error w/ DPKG -i:
