I just instaled WINE, but I still cant run .exe files! How is WINE suppost to work? I followed the instructions here for instaling via Synaptic (I am running Ubuntu BTW), and it says the WINE files are there, so what do I do now?

Make sure you have .wine in your home directory. In it you should have a file called config, user, reg .. etc. You will also need to specify your "fake" windows partition usually set as a subdirectory called drive_c within .wine
You also need to install DCOM98.exe before you install any windows application.
