If it's not directly used by humans (a server or a router) then it probably runs Linux. Most likely, they were trying to figure out what the issue was and broadcasted that for convenience purposes.

I always wonder why the embedded devices choose Linux as their kernel, and not something like NetBSD? Still, it could be NetBSD - without digging around, all you can tell is that it's an sh or bash shell

You can do a "cat /proc/version" to see what you're running. But yes, most embedded devices run Linux 2.4 - 2.4 is pretty darned light.

It says screenshot of the tv, including the menubar dealy at the bottom - with xchat open.
Assuming that is wholely a single screenshot, then it has an irc app running.
