I want to run Ubuntu server on my Windows domain.
Will I be able to install Ubuntu server as a console and access it via a GUI remotely on a Windows PC?

Samba allows you to integrate pretty well with most windows network services (file, printer sharing, etc) but i don't know of a free gui that allows you to control linux from a windows box (there probably are solutions out there). Quite honestly i wouldn't want to; in linux, command line is all you need. Putty can give you command line ssh access to a linux box from windows.

I did get him to install Linux Mint and I turned on Compiz for him and he's turning into a Linux fanatic now, lol. I think SWAT or Webmin will allow me to access it remotely.

@OP depends on what you mean by "access". Your options are:
__________________- make sure SSH is running on the Ubuntu box, and access via a Windows terminal program (console access). - Use Webmin - Install NX Server on the Ubuntu box, NX Client on Windows, and have a remote desktop to your Linux machine. This will give you maximum control, and you can also run Webmin anyway, locally on the Linux machine via the remote desktop session. This is what I do.

Ok - Great!
Thanks! Now, how to I install an iSCSI connector in to the Ubuntu box? Is it built in? I think I'm really going to like using Linux servers in my Windows domain once I learn it better, it is so versatile.
