It checks hosts.allow after hosts.deny, so if you have allowed something in hosts.allow, it should work.
Regardless, if hosts.deny doesn't fix it, verify that you are able to connect to it from the computer itself, this should do it from the CLI: Code:

Also make sure ports are forwarded (if said server is on the internet).
Also take a look at this guide. It explains vsftpd on step 7, also how to setup SFTP (which is about 1\3rd the speed of normal FTP for me): http://filesharingtalk.com/vb3/f-gui...nubuntu-281331 vsftp accounts are the same as the username accounts. root isn't able to login, but any user you make is.

...yes, since he pretty much just ignored him.
And besides, if he didn't know what hosts.allow was, why not ASK instead of say you checked it already? Also this: and yet, It seems to me that something compatible with a windows network, which is used often in corporate and school networks, would be more painless for someone clueless to use... me thinks this was a fixation on getting vsftpd to work with YOUR (gonX) help >_>
