What the freakin hell? I go to set the permissions for a file to WRITE ONLY (Drop Box) on ALL users, hit the LOCK button so that no one can change it, but I can still change it. What the F is this? Anyone else getting this? This didn't happen in Leopard. I swear, Snow Leopard is really pissing me off...

Are you on the primary administrator account? I sort of understand what you're saying, I've not had this problem though (using 10.6.1).

I think it's because you are admin, which is really root. For root permissions don't mean much, i.e. root on UNIX can always write, even if write is disabled. Otherwise, how would root be able to fix anything?

You sure? You still have to enter the password to make changes in system directories and the like. And like I said, it wasn't this way in Leopard.

No, as I said, "I think" it's the fact that you're root. Just the only thing I could think of. Not really sure what you're trying to accomplish..

Hey man. Just use sudo and do write permissions in the command line. that always works for me. and yea make sure the account your testing with is not root(administrator)

Permissions are not the problem. It's the permissions LOCK. You can right-click a folder, hit Get Info, and the permissions are at the bottom. If the lock icon at the bottom-right of the Get Info window is unlocked, you can click and make changes to the permissions. If the lock at the bottom-right of the Get Info window is locked, the permissions are grayed out, and you cannot change the permissions.
The problem is that whether or not the lock is locked, the permissions can still be changed, and I don't want that. I want them locked when I have that lock closed.

Yeah, but the point is that if you are root, it doesn't matter if they are locked or not. Root can always access/modify files.
If you were not root, it would be locked. ..a
