Default Monitor for Under $250

Can you guys help me?
I am looking for a great monitor around the $250 range, what are you recommendations, and where should I look?
What are the main components of a good monitor, contrast ratio?
Anything good for $200?
I am looking from the 19" LCD to a 22" LCD
THANKS!

Response time (5ms and under)
Contrast (1000+, 3k+ for dynamic)
Size (I like 22s and up)
Viewing Angles (170+)
Brand (Samsung and Dell make great stuff. Acer is a great budget brand)
