Default something is wrong with my lcd TV.

my tv dosent seem to start up, it makes that sound which i think is it trying to start up the screen with the inital power surge but it fails,and it keeps repeating that pattern. this has been happening for a few days but it would work 30 min after unplugging everything else from the room (pc,microwave, ect..) and unplugging/replugging the power cord. today, thats not happening. i have no idea what to do or what exactly is going on. anyone have any advice?
