So my cable box has Yellow, Red, White rca connections on the back for output. And I want to use my Hanns G monitors VGA hook up for tv.

That cable makes no sense, there isn't audio at all with VGA.

Will inputing tv signal in my monitor through the VGA port even be good? Like good quality that is?
And how should I go about using my monitor as a tv, using the VGA port for tv and the DVI for pc.

Won't work with a passive cable like that. VGA uses multiple signals for color and brightness similar to how component video works. You'll need to get a converter box for what you want to do.

get a tv tuner. if you can just connect the cable box to the tuner with a regular ol' coax cable. use windows media center for a seemless experience. it will list the guide as well so you know whats on without having to mess with teh cable box.
hell why not get a hvr 1250 (around $50) and get hd channels while your at it.
