It is refurbed but as like as you're okay with that i say yeah.

You could play it safe and go for something like this or check on pricewatch.com or even more from tigerdirect. I know TD has a ton of 1650 res monitors plus you could always settle for a smaller monitor with a warranty to help protect from dead pixels
