I don't know which mode is which, but I bet that they are LCD overdrive settings. It's a trick that can improve monitor response time. It has drawbacks though. I generally leve it off unless I notice input lag. If you're a hardcore cs gamer (and don't have a crt for some strange reason) then you may want it on as the ghosting won't bother you as much as a few ms extra input lag.4
