Default Capping bandwidth from the Router settings?

Well it's a long story but anyway, my brother is now living with me and kept asking to go on my PC, so instead I set the laptop up for him with the Ethernet cable from my router to the laptop (I'm using the USB connection from my router). And he has no consideration what so ever, he just plays some online Pool game all day long while downloading over 5 full length movies from utorrent while I'm trying to play games or do anything. So I was wondering if there's a way to cap the bandwidth or block utorrent from accessing the router from the actual router settings. (If there isn't guess I'll just wait till he's out and cap the connection in the utorrent settings)

Any help appreciated.

Ahhhhh... what router?

Just turn on Quality of Service (QoS). You limit his bandwidth or set a lower priority for him.

Then you need to get a better router or a hub....

Actually, just help him set up his torrents properly.

Do a speed test like this one:
http://www.speakeasy.net/speedtest/

Then put the upload limit on torrents at 40% or so of that max speed. Reduce the number of global connections to 20 or even 10. I promise those two settings alone will help a lot. The online pool probably doesn't use up much bandwidth.

Tell him you need him to do this and I'm sure he won't mind once he sees his download speeds are almost as good and knows it won't bother you...
