Default Downloading capped at 30kb/s?!

Whenever I download in Firefox, and with uTorrent, my downloading seems to cap at 30kb/s. I don't know why this happens at all. My internet in general is quite slow since I've installed Windows Vista x64 Ultimate w/ SP1. I'm connected to a Linksys wrt54gs router via an ethernet cable. If anybody can help me out, it would most definitely be appreciated.

Sounds like a ISP throttle to me...

If it is exactly 30k/s and across all sites then its probably your ISP..

Sorry, forgot my ISP and speed. I'm using Verizon DSL, before any of this happened I was downloading around 180kb/s-200kb/s at least. I'm not sure the exact speed though. It also isn't always EXACTLY at 30kb/s, that is just the maximum I have seen it with my recent downloads. It fluctuates between 30kb/s and 15kb/s.


EDIT: when I connected to my modem in my browser (not the router) it showed me this:

You should have your upload set to atleast 10k, and make sure there is a green check at the bottom of utorrent if there isn't you need to open ports.

My main problem isn't uTorrent, it's with my browser as well. Surfing the internet is extremely slow, downloading from websites takes forever, and YouTube is a lost cause right now.

Call your ISP, this is most likely the cause.
