There are a couple things that you could do. It is going to be different for every Linksys Router, but they are pretty much all the same. Not sure about the new ones though.

1) Remove her from being able to connect to the router completely by butting her on the blacklist with her MAC Address. (Probably won't end up being useful for multiple reasons.)

2) You could use the QoS tab on your router and mess around with it, so that you either have priority access to all internet applications, or that she can only upload so much, etc.

3) You could tell your resident to stop downloading or sharing files.

4) You could max out your Upload on your router settings.

5) You can just use wired!

QoS and limit the offending traffic.

QoS stands for Quality of Service. Most routers have the ability to limit or block types of traffic or limit % overall or over time various ports, protocols and IP's. It's all configurable so I would read up on it or blacklist entirely if you don't want any access from this person.

If you don't mind and wish to continue sharing, QoS or timed limits are the way to roll.
