Overclocker in Training

I'm at my grandma's apartment and she has dial up. We got to talking, and we think it's about time she at least got dsl. Her apartment is in Phoenix, AZ 85014. What options does she have for dsl? And dsl is a constant connection and you can be on the phone and internet, right? Networking and internet are not my strong suits, so I will be asking noob questions.

Cox MIGHT be cheaper than DSL, I'm not sure, as I've had Cox for the whole time I've lived in Phoenix - http://www.cox.com/arizona/. And will generally will perform better as well - speedwise.

Everytime it rains, my ADSL goes to dust. I couldn't even download Kodo Giasu: Hangyaku no Rurushu for 2 days when we had this big rain. :|

I'd say in the past 3 and a half years i have had DSL, it's been about 97% stable and constant. rarely will it go down unless something happens to the line.
