There are programs that alter your tcp/ip settings and such, but they don't make much of a difference. You're pretty much getting what you pay for when it comes to internet connection.

all internet is slower than advertised, no matter what (i wish they would change that too)

ur pretty much stuck at what u can get. you can alter software settings, but you won't get much. i'm sorry to sy, but ur stuck at that speed. (unless u pay higher for higher speed)

Global networks slow down during peak load times (generally during local evening times), and you almost never get faster than advertised speeds.

Do you have Comcast?

You could try downlaoding TCP Optimizer. This will rewrite some of the windows files in the TCP\IP stack and will sometimes help boost speeds. You could have a tech come and check the signal strength on your cable line. If you live far away from the distribution hub, in a very populate area (like apartments or townhouses), or have your modem hooked up after other devices like cable boxes, this will affect the quality of the connection, as the speed.
