Problem with torrent and ftp speed continuum

I just got back from a 2 week vacation where my girlfriend has been using the computer when I was away. A problem has manifested with my network, router or network settings. When I use torrent, the speed be very high at times but drops up and down in intervals of different duration. Sometimes it affects the use of other internet apps to the point where I cant even use a browser properly.
Same goes for when I try to transfer files to my dedicated server at a different location, the ftp speed starts up at a very high speed but drops to 0 then freezes there or uploads at a fraction of the speed the connection can handle. This is also very unstable with frequent drops in speed. I have ruled out that there are any problems with my internet connection or with the connection to the ftp server or the torrent application. I read somewhere that I should patch my TCP/IP.sys Half-open connections to a higher value and that this might help my problem. For security im using norton internet security 2009.

might try port forwarding your rigs ip in your router.

i just did this to get more incomplete network connections per second
depending on the type of vista you use it could only be allowing 2 incomplete connections per second.

__________________I had the same problem if you download to much the ISP will throtel You internet conection. i had to weight till the next moth till i got my speed re set by the ISP Depends on what your Download Limit if you go over the limit your internet will be cut slower until he next month. what kind of internet do you have? i know sometimes i will get a bad signal on my cable line and it affects my speeds greatly.

I have a 100/10 fibre cable connection and from the wall socket I have a regular ethernet cable to a router which then has a regular cable to my computer network card.
It has worked like a charm before it just now started to mess with me. I had similar problems in XP and it got fixed when I ran the tcp.ip optimizer to open more connections. I am a little hesitant to do the same thing in Vista because of all the people who claim it messed up their computer badly.

I think maybe the ISP you use has slowed down your internet as you have been downloading or been using P2P as they watch a lot of heavy down loaders that use p2p

Could be your router to maybe its dieing, the router im using right now is a 100mbit/54g router but it cant max out my 10mbit cable if i download or upload for to long they reset to 0 and i knows its the router.
