Yeah i have the same problem, the reason you're getting sucky connections from home is the phone lines, probably been there since shemp was a pup (don't know why thats said, but it means really really old).
My laptop at home gets 26-28.8 (sometimes 31.6 if i'm really lucky) but from work I get 53.

It's all about distance from the server. With phone lines, the guys at the beginning of the line have great service...the guys at the end get crappy service.

You might want to check out IDSL:
IDSL- IDSL service extends high-speed data capabilities to customers located outside of the typical DSL range as well as those customers whose phone service is provided via Pair Gain and/or Fiber to the Curb. NOTE: IDSL is available on loops that contain 25,000 feet or less of copper cabling. Many loops contain both copper and fiber cabling. It is possible that, while the LMR distance exceeds 25,000 feet, the loop may still qualify for IDSL service. Fiber cabling, even though included in the LMR distance value, is not considered in determination of the availability of IDSL. http://lbdsl.com/business-services.html It's about $100/mo, but it's almost 10x faster than you are currently getting.
