Default stone dcold unknowledgeable about overclocking

I have never overclocked my stuff. some one walk me though please? Gateway GM5091E running media center and dual core pent. D cortez motherbord (ea runnining at 2.8 Ghz) 945gz chipset.
alswo how do I get in to adjust the fans to stay on high (it has a 120mm front loaded intake for the CPU and a 90 mm directed at the graphics card (sigmatel)
I hear them go up and down I need them to stay up. I also have 4 750 gig seagate usb hard drives along with the 320 G SATA in the gase,
