Default im a noob in desperate need of guidance ,care to lend a helping hand?

Okay i am an avid sony psp hacker(like every other psp owner) but I need help. I am 15 so i am in limited supply of money(NO ALLOWANCE) the money i get is from little things i do for people like clean their yard or whatever. This christmas i want a new computer, but my parents nor myself simply cant afford one. I am wanting to build a gaming pc or at least one i can play a couple NEWER games. Simply put my computer is horrible. its COMPAQ presario. one it is slow, even when set for maximum performance.(Though I cant reformat because i have neither my boot cd nor a operating system disk.) two it is horribly outdated. Pentium 4 CPU @ 1500 MHz (usually at 100% capacity when internet explorer is running) 512mb of RAM... 16 mb NVIDIA Vanta graphics card...yeah, that terrible.... Okay money wise i have about 400 dollars,my beloved psp,a CRAZY panasonic cd HOME stereo system, two pioneer 10" subs already installed in a box, and a 250watt orion amp(extremely rare and prized) Help me my fellow technologicly inclined bretheren, make a computer out of my outdated computer and my resources.

I forgot to mention i am an aspiring Computer Programming/Repairman... if you have any reccomendations please reply.

On that tight of a budget...your best bet is to buy a Dell. That's about the only option in your budget. You can't really build anything without I'd say AT LEAST $600.

I know a lot of people on here aren't keen on buying electrical goods from ebay, but I bought my mobo, cpu and the 256mb ram stick on ebay for about $100 (works out around that)

Ok it wont set the world on fire but it does play most new games and did me fine.

Might be worth spending a few days watching ebay though

Try looking here at the Dell Outlet:
http://outlet.us.dell.com/ARBOnlineS...=22&l=en&s=dfh

No monitors and the cheap one's only on-board video but for example I just saw this:
Dimension E521
X2 3800
250GB HD
1GB RAM
CD/DVD combo
mouse and keyboard
XP 2005 MCE
$269

stock changes very quickly
Just thought I'd throw that out

Maybe I'm a bit paranoid but I will never buy electronics off of eBay out of fear of damage. I would rather buy it through a store like Newegg where if it breaks I can return it.
