I have a TV tuner card in my PC. The cable port works on it and I can watch TV on my computer, but I want to be able to hook up my Wii to the TV tuner s-video and play my Wii to my PC. Is there any program that I can download to use S-video on my TV tuner?

just to save you some trouble:
it is possible software does exist for it (I can't name any as I just used a media center hack to say there was a cable box connected to s-video) it won't work the way you want it to. It does "work" but there is an ~500ms latency making any games unplayable. I'm sorry to say but you would be much better off finding a tv to play it on.

I use a Dazzle DVC 170, with Pinnacle Studio to capture the video, and I use 3 Y-Splitters with a RCA cable, and it works flawlessly with no lag.
