Personally I would keep the DS Lite, and just a warning, it can become a bit of a task to replace the shell on them. Make sure that Nintendo's "tri-wing" screwdriver comes with that kit, otherwise you won't be getting anywere until you get one.
Also, I'm pretty sure that you are able to play homebrew on the DSi

ROMs are not illegal, but certain methods of acquiring them are. Let's get our terms right, guys

Yes, I believe its called R4DS? Or something similar. Plugs into the DS and uses a microsd card.

The DSi is fun. But whatever pluses it has is not worth the extra money. Maybe eventually there will be a good downloadable game and there are yet to be released games that require the camera, still I'd honestly take the Lite.
Shells aren't hard to change. Just be careful, watch a guide to dismantle it on youtube, and buy a shell on ebay. Most come with the special tri-wing screwdriver and you get to choose your own color anyways.

Homebrew can be run on both DSi and DSL. You need a different aftermarket cartridge. The only thing you gain from the DSi is a camera, SD slot, and a slightly thinner shell (no GBA).

You also gain better internet integration into the system, which included a free web browser, much faster and smoother then it's older brother on the DS Lite, which isn't free and discontinued in the USA, as well as the DSi equivalent of the Wii Shop Channel. I would like to mention that the DSi has more RAM and faster processors, but as no game uses these yet, it's not really a selling point. Though I would like to get into the homebrew scene again to be honest.
