IF i install it the backwards way(So it doesnt take up pci slots) will i see a temp decrease and is it a bad idea?

I dont think it matters, as long as you have some kind of airflow anyway.

We now have a dilema...some of the pieces (The longer ones) dont have the adhesive.......how should i get them to stick

Thermal tape? I've never installed a Hr-03 so I don't know what parts you are talking about.

yea...on the bottom of the heatsinks there are these grey adhesive like tapes....basically thermal tape....but they wont stick even when i thuroughly cleaned the top of the ram where they are supposed to stick to

The only advantage of mounting the HR-03 Plus "frontwards" (so it sits where the stock cooler would), is that the fan will blow over the memory heatsinks. But, if your case cooling is good enough (or you have another fan blowing directly on the heatsinks), cooling your memory shouldn't be a problem anyway. I'd just place it however it fits your case better.
They should all have the thermal adhesive after removing the protective cover strips. The only piece that doesn't is the HSI heatsink, in which thermal compound must be applied, then clipped down with the included pins.
