well i cant figure out how to turn the fan speed up also on the antec 900 case there is a slot for a 120mm fan that is pretty much blowing right into where the fan is.
the fan and the video card are pretty much touching. I am going to get the Thermalright cooler soon anyways so this should fix my problem. I turned my settings down and im at 55C.

You're still gonna want to get a 92mm fan and actually mount it to the HR-03 using the fan clips. 55c is still kinda high for a cooler that good. With my VF1000 I dont even hit 50, and the HR-03 is a better cooler than the VF1000.

Im running close to the same speed as bon3crush2 mem2400 with stock cooling Fanspeed at 75% and temps never climb above 70`c and average 65`c in most new games.
