How much would I have to underclock my 8800 Ultra to have it fanless with HR-03?

depends mostly on your airflow thats already in the case, and some on you ambient temps in the case.
A silent fan would be much better then running fanless, and you won't know the difference.

go with an low rpm fan, you won't hear more than your raptor, you won't hear the fan
 and you can overclock the ultra
