Default Accelero Twin Turbo fan speed problem

I got Accelero Twin Turbo recently and have issue with the fan speed. When I tried to set the fan speed to 100% in Rivatuner, turned out it only managed to run at 1000RPM instead of 2000RPM, Everest also reported the same result.

Anyone can tell me what's wrong here? I plugged the 4pin to the GC board(8800GT) btw. Thanks in advance.

2 fans each @ 1000RPM=2000RPM in total as advertised? Not 2000RPM each? Need more comfirmation plz.

One more question, the TT comes with dual connectors(3 pins and 4 pins), do I need to connect both connectors at once(GC and PSU)? What if I connect them both?

1. Everest reports one-half total speed. 775rpm when running 1500.
2. One connector only, plugs into the gpu only.
