I know how you are able to control the fan speed with Riva Tuner, but is there a way where I can have my fan run at 70% once the temps reach 60C?

I think you can using the low level system settings. Click on the first little "customize" arrow, then click the first picture ( A GPU). Click enable, you may need to restart at this point. After you reboot, fill in the options that you need. I am not sure what they all mean exactly as I just use a fan controller. I will try and find something.

Good guide I think it is for an older version of Rivatuner but you will figure it out.

The option should be in another menu aside from the direct fan control, got myself confused when it was right in front of my eyes. <_<
