Get a Artic Cooler Acceleor S1 with a 120mm Noctua strapped onto it you will be cool and quiet.

why does evvga precstions fan control button faded and wont let me do anything even when i try to auto it does not let me but i can overclock everything elese execpt fan settings

Just get a new cooler. Why would you not be open to complete and utter silence? Throw on an Accelero S1 Rev. 2 and you it won't even need a fan to cool it.

9800GTs run quite hot, it'd be bad for your card not to let the fan speed ramp up under load. The only real solution is to either deal with the noise or get a new cooler.
