I still often play on a computer with a 7800gt, and I play at higher res than that. You can get 7800GTs on craigs list for less than $50... Theres really no reason to buy low end cards retail because you can get so much better used, sometimes even cheaper than the price of a game.

In fact, he was considering buying a aftermarket GPU heatsink fan. That shows he has money so why spend $40 to get a vga cooler shipped to you when you can just save up a few extra dollars and buy a used card locally that is capable of playing games.

get a fan for $2 and zip tie it on (seriously)
dont buy a $30 cooler, as for not much more that that you could get a better card.
(8500gt, which still sucks, but is better than 8400gs is $37 at newegg)

I'm from uruguay, that is a country that is **** at tecnology.
Here are the prices on marketplace in uruguay:
A LCD 15" costs around 180USD WITHOUT taxes
My 8400GS costs 67USD WITHOUT taxes
A 9400GT costs 80USD Without taxes
A 9500GT costs 100USD Without taxes
So you see all is quite (quite ha!!) expensive.
I have no posibility of buying online as i have no credit card and no bank account so no paypal so no money online is posible for me.
Still, buying a vga fan is cheaper, 25USD inc taxes as i just saw on a cataloge.
Most of people here uses 800x600 or 1024x768 CRT monitors.
LCD are too much expensive.
Still there are people who uses Pentium2 pcs as workstation here.
i think you should not laugh at the misery.
Another intresting data: around 85% of microsoft users on uruguay are using pirate licenses as they cannot afford a legitimate license.
Think that here a REALLY GOOD salary is around the 1000-1500USD. That is the high class society here.
You now see why i cant afford nor new vga nor new cpu (i really would like to have a quad core but is around 400USD the cheapest here) nor nothing.
I assume, if we all were avaible to buy new hardware the overclock would not even exist as you would not need it in normal conditions.
