Would purchasing one of these (lowering the temps) allow me more wiggle room on my overclocking? Temps haven't gone near 100 but would a colder GPU mean a GPU that artifacts less at a given clock speed?

NO !
lol i mean Im not sure how much your card can take but my last gtx 280s /w stock clocks ( 602/1296/1107) used to get REALLY hot *105C* under load * now its on ~80C * even Factory FTW edition is @ 670 I believe. whats your temp ?

You sure that thing is stable. I mean I think stability testers are complete non-sense. But have you tryed a few differant games and tests. Differant things stress the card differantly.

My temps never surpass 80 degrees in furmark and never top 70 in most games. Farcry 2 stable, TF2 stable, L4D stable.
and, it plays crysis.
