Well that card is getting out of date and if your not in the market for a hole new mobo, proc, and PCI x16 card then you should just stick with a new cooler(Zalman). There would be no point in updating to a better AGP card becuase AGP is going to end up leaving us.

Do you see artifacts if you push higher? If so then the cooler will help push the clockspeeds a little, but not much. When you get to the point that you can't play games with that card smooth enough, then just get a new card. (I'm looking to upgrade my sad 5700le to a 6600gt or 6800 soon). Don't waste too much money on cooling that 5700 though.

Getting the new cooler would incress your Core and Mem by a noticible amount with good air flow that is. You could always put that cooler on another card when you do decide to upgrade in the future.
