The fan was designed to run at 100% and not break so you should be fine.

It does die faster with faster speeds but the lifespan is calculated at max speed AFAIK and if you are like me, you only have them up when you are running games that stress the gpu somewhat (im not talking CS:S because at 75% my temps only hit 49c max).

Main thing is dont worry about the lifespan of a fan since you will probably be upgrading before you see the fans fail. I havent seen my fans die on my old rig and they were at 100% for 9 years (yes i built it when i was 11).

On to fans and their mechanics. Yes faster spinning in theory could cause greater rate of failure vs slower. But also consider repeated starts and stops or even variations could cause greater stress.

What is the circumstance that causes you to even ask this question?
its just i want it at 100% when i do my OCing

I understand and if you can handle the noise the others mentioned I think a good idea. Cooler is always better. Others have said it will last so don't worry and I agree.

Go for it!
